Subject:  City Strategic Plan Comment Period

 

Continuing its efforts that began in earnest in February at its 2011 Strategic Planning Workshop, the City and the Amelia Island – Fernandina Beach Restoration Foundation launched the Forward Fernandina (F2) project that is “focused on strategic planning for the revitalization of downtown Centre Street and adjacent areas including the Amelia River waterfront, the 8th Street entranceway and surrounding neighborhoods.”  This effort has now started its most critical phase – finalizing the strategic plan including the elements to be funded, the method of funding and the implementation timing.   

A draft of the Strategic Plan was written by City Manager Michael Czymbor with assistance from staff, primarily from the Community Development Department, along with input from Restoration Foundation leadership.   The Plan, as currently written, identifies the key goals and tasks necessary to accomplish those goals; but has not placed a prioritization on them.  This plan was presented and initially reviewed by the City Commission in a workshop held Tuesday, June 14th .  The link to the draft Plan is available on the City website at www.fbfl.us/F2

CFOF encourages you to read through the Plan (Pages 1-13 and Page 35 provides the bulk of the Plan) and send your written comments to the City Manager (MCzymbor@fbfl.org) by the comment period deadline of July 5th.  Copies of the Plan are also available at the City Hall Clerk’s Office as well as written comment forms.  After the comment period ends, there will be a town hall meeting with the Commissioners to review and discuss all the comments.  Following that meeting and any directed revisions, the City Commission is expected to adopt the final Strategic Plan and put into motion the necessary financing and project management to begin its implementation.  The cost of implementing all phases of the Plan has been estimated in the $8 - $10 million range.  

CFOF asks you to provide your comments to the City Manager in particular addressing these elements:

·         Priority of each of the 4 goals as well as the prioritization of key tasks within each goal

·         Recommendations for changing approach / tasks / etc.

·         Total project costs and preferred method of financing
